Comprised of ten principles, Policy Governance® is a system that helps boards lead successful organizations. It ensures that board and staff are clear on who does what (and why), and maximizes board accountability to owners and the ability of staff to achieve relevant results.
It can be compared to a computer’s operating system, which helps to organize everything the computer does without dictating how the computer is used, or to the framework of a house, which gives the house structure, support and protection, without prescribing how the inside of the house will be furnished, used, or decorated.
Carver Model Publications and Boards
Policy Governance was designed by Dr. John Carver and is otherwise known as “the Carver model” or “Carver Policy Governance.” Policy Governance theory and practice have been described extensively in multiple books, publications and other media, and its practitioners can join the International Policy Governance Association (IPGA) for additional support, education and networking opportunities. Examples of boards of directors using Policy Governance principles are listed on the International Policy Governance Association’s Policy Governance Registry.
